Whether or not you have a license or not the rules for flying a drone on a cruise ship are company policy and it does not matter whether or not you have a license the answer is no drones are not allowed to be flown on a cruise ship.

While MSC Cruises does not have an official drone policy on their website I reached out to the cruise line about drones and here was their response. This will be the crews discretion. As well Royal Caribbean will not let you use the drone on its private island CocoCay.
